I am sorry that it has not been possible to send forward this file earlier.
In (94) Mr. loss asks whether copies of the Advisory Committee's Report may now be made available to certain individuals and members of the staff of the University in this country. It is true, as he says, and as Mr. Cox can confirm, that many of the staff feel that they have been kept unreasonably in the dark. One or two have called upon me. Quite naturally they want to know why the University has not yet been re-opened and what is proposed as to its future.
Perusal of the Committee's Report would reassure them and the explanation that the Report must be regarded as confidential and that it is still under conson by H.M.G. would explain the present situation to them. I suggest that I should authorised to send copies to the three members of the staff mentioned in Mr. Sloss' letter, namely Professors Forster, Ride and Redmond and also to Professor Brown whom Mr. sloss has overlooked but I know intended to include. (4)
In addition Mr. Sloss asks that copies should be sent to Sir Richard Needham, Sir Hector Hethering and Professor Davey.(3) Sir Richard Needham has for some years past inspected the Hong Kong Medical School on behalf of the G.M.C. Sir Hector Hethering is chairman of the Colonial Universities Grants Committee for whom copies have already been sent to Mr. Walter Adams. Professor Davey has, I know, been most helpful in the matter of placing Hong Kong students. So far roughly 100 copies of the Report have been issued. (see loose list opposite). The six persons mentioned above might reasonably, I think, be added to the list.
Mr. Sloss also asks in (94) that copies of the Report should be sent to him in Hong Kong to give reality to the discussions that will inevitably take place on his arrival. He has in mind, I think, that copies of the Report should be made available to such bodies as the Court Council and senate of the University, the University Interim Committee and the Executive Council. In his minute of 28th November Mr. Lloyd
